You can check to see if someone is using your content by visiting Copyscape.com.
Enter your URL there and you will see all the pages on the web that are using your content.
If someone is using your content without your permission, you can contact the site owner and either ask them remove the webpage in question or ask them to link back to you with your keywords. If they refuse to do either of these two options, you can contact their webhosting company and ask them to remove the page.
Using duplicate contact is also against Adsense policy and you can be banned by Google and lose your Adsense account. They will also de-index your site. It is also possible to contact Google to inform them that some is using your content or images without your permission and Google will deal with it. You may file a DMCA request with Google. (Digital Millenium Copyright Act).
Another way that Google can punish you is to place your site so far back in the Search Engine that no one will ever find your website and you will never make any money. It kind of defeats the purpose of blogging to make money online.
Remember, always write fresh content and if you are borrowing content or images, quote your source.
